So, often time I proofread the messages my mother has to send if she is talking to a higher up.
Quite often, she cannot form a proper formal sentence, so she tells me what she wants to say and I use my marvelous penmanship to make it look more formal.

However, today she said something to me that I honestly don't know how to type in proper formal English.

So I was wondering what the correct answer was.
Here is basically what she said:
So dude, I have a proposal. Now, you are free to either agree, or disagree with this, no pressure. I am not pressuring you to either accept this or reject this. This is completely your free choice. If you choose to accept it, we can take this proposal to ma'am. If you decide to reject the proposal, which is completely fine; I think we should still take this matter to ma'am. I want to tell you that your opinion matters and I encourage you to give your views about your decision about this proposal. The ma'am then may accept this proposal, or reject this, which is completely fine and I will bear no ill will against her.

So, the line where I struggled was the 'you can either accept this, or reject this, but we are taking this matter to the boss ma'am nevertheless.'

I can't figure out how to convey this line without it feeling threatening. Like...how do I say that your acceptance or rejection wouldn't stop me from taking this to the higher ups while also sounding...not like I am trying to plot against you?

Use a helluva lot of passive verbs. Pretend to talk with no emotion—record yourself saying it if you can’t do it in your head. Try to be a bit snobbish, like you’re a walking-talking demigod or something, and you’re good to go, sir.

This proposal will be handed to the higher up to be discussed further after the opinion of the parties involved is taken note of. I hope you can take the time to consider whether to accept or reject this proposal since your take on this matter is of importance.

Something like that maybe? :blob_hmm_two:

This is amazing. You sucked more soul out of those sentences than I even imagined they had in the first place. ???

That was my initial idea, yes, but my mother real wanted to make it clear that even if you reject this, we should still take it up to higher ups. I just struggle on how to say this without appearing rude

That's why I put the sentence about giving it to the higher up first before telling the person to accept/reject the proposal. I didn't link the two together :blob_hide: Being vague about it sometimes help me lol. The person would either come to me to ask directly for the specific or they will interpret it themselves, but we could correct them if they complained later. Something like that :blob_joy:

If only we could use blobs in formal letters

so his opinion doesn't actually matter

Indeed. It doesn't.
then how this is phrased is terrible. it's very insulting.
a better approach would be a formal version of this "hello X, I plan on sending this proposition to Y and I'd like to ask your opinion on it. please tell me if you see anything that needs to be edited, is missing, etc..
(insert proposition here)"

reading this part makes it feel like they do not have a free choice

anyways im gonna use my terrible skills to do something.

"Hello. I have a proposal that I wish to take to ma'am. And I would like your opinion on this matter. I will still be taking this to ma'am but I would like your view on this matter nonetheless."

And add a 'Regards' Or something else at the end to sound a bit less rude perhaps.

Exactly my point! I told my mother exactly this, but she really wants to tell the dude that he free to reject it if he likes, no pressure. Not just saying, "i wpuld like to ask your opinion on it," but a clear, "please either agree or disagree with this proposal and acknowledge that I had no role in influencing your decision whatsoever"
reading this part makes it feel like they do not have a free choice
Yep, they do not have a free will, but my mother said she wants to appear friendly to the person, and give him a false sense of freedom to refuse the proposal while also persuading him to take this matter to higher ups anyways.
