Help creating an giving life to an adventurer guild

After buying the translated edition of the goblin slayer trpg! in a whim i started dm'ing for some close friends this system, but im not the most creative and im having difficult creating adventurer to fill the guild to give the world a bit more of life. so i came here to ask for help to anyone willing to create some adventurer to help me fill this void.
so to give some context the adventure guild is on region that border with the dwarf mountais and the lizardman swamps, and there is some cultist activity on the region causing a lot of commotion in the region, since adventurer start to undermine their activities the cult to disrupt the adventurer in the region started to support various group of monster to disperse the goverment forces and adventurer with quantity instead of quality. so the adventure guild of jack town is suffering a lack of man power.

Frequently appears as a supportive NPC that will sometimes ask about gossip.
Actually a spy working for dwarves, gathers intell on the internal situation about the country, ingratiates himself to both adventurers and guild workers alike, as well as cultists and criminals, recruits more spies.
Part of a large spy network. Can be used to let the players go on a merry spy chase if they find something odd.
Timothy Lapiren
mid-level tank
A well to do successful adventurer. Not a superstar, nor a hero, but he has 10 years of work under his belt and a very good record. Very steady and reliable. Will help with advice and coin.
During on mission will be a friendly NPC. It will ve a raid against a criminal organisation base. Can be a drug den, can be a fight ring, can be a slave auction - whatever. Will mess up badly, likely leading to failure of grasping any further leads.
Will turn out to be in cahoots with the organisation, receive money for solving problems and ratting out investigation progress.
