I would include Moon Halo from honkai Impact 3rd, but thats more of a song for courage rather than sadness. Even though the animated cutscene that came with it made me weep multiple times, but more tears of being proud and cheering rather than sadness.

I don't have time right now to make a list, but I'll leave one that marked me for life. The context is great, but the challenge of the game was just to solve a Sudoku in three minutes. The real challenge was to see the Sudoku despite not being able to see through so many tears on the screen.

I guess Undertale OST: Respite? A lot of such OSTs tbh

Hyrule Castle's theme from BOTW (both outside and inside, the transition really drives it in)

Godot's theme from Ace Attorney. Not sad in of itself, but becomes sad once you learn a lot of stuff.
