Funny NPC dialogue?

Not sure, as I've done passages like that with background characters, but not with NPCs (a hallmark of the Digital Cowboy thing is that the "NPCs" have lives of their own and continue to function when players aren't present - they often have a very narrow focus, but they do still function.).

It definitely feels stuck on a loop though - but some of the incomplete thoughts should be completed because the NPC does not recognize the disruption. And some of the comments should be given as replies to other comments.
"But you don't understand..."
"Nobody gets away with that in my city!"
"Now come quietly, you lawbreaking trash!"
"But..."
"Come along quietly, you lawbreaking trash!"
"Your father was a hamster and your mother smelled of elderberries,"
"Nobody gets away with that in my city!"
(Tries not to laugh at how that matched up, fails)
"Now come along quietly, you lawbreaking trash!"

It is being completed. I just wrote it like that to get across that there's a lot of people saying the same thing at the same time.

Since I'm currently in the middle of a kleptomaniacal Witcher 3 playthrough, I must say you hit the nail on the head. Some phrases I would add are:

"You asked for it, criminal."
"Halt in the name of the law!"
"I'll rip off your melon and shit down your neck!" (I stole this one)
