Use canva. It makes making book covers easy and it's also free.
As for criticism about your novel cover:
1. The 3D-like font of the title suggests that it's some kind of surreal sci-fi setting, such as virtual reality setting or cyberpunk. If that's the kind of story you're going for, that's fine, but neither Halo, Deadspace or Hunger Games are of such genres.
2. You are lacking author name.
3. The background is honestly bland. Find more stuff to add on. This is fine if it's one of those 80s pulp fiction, but Ai-chan is guessing it's not.
4. Empty space is too big. What you have is practically a poster on the wall with two words stamped on it.
Ai-chan would suggest:
1. Add a helmet on the man's face or just get rid of the head.
2. Change the colour scheme or sharpen the image. As of now, it is too boring.
3. Move the title higher, preferably to the top. Add your author name at the bottom. Do not let too big of a space on your cover.
4. Make your title bigger.
