I would like the ability to change the relative font size of a few words. The reason why I want this is since in dialogue, I want to have the character say the last sentence in a quiet voice compared to the rest, and a easy way to do that would be to just change the font size.

From the post linked above, it looks like Tony removed the option to adjust font size because authors were not using it correctly. However, for those of us that want to just change the size of one sentence or a few words are unable to do so.

Currently, we have the option to change from paragraph to heading 1 through 6 as a way to change "font size," but this does not help me change just a sentence in a paragraph, since the entire paragraph will also change along with it too

Me too. There are very often times that the vast majority of readers won't understand a term, but it's not featured in the original work. Since I can't do hyperlinks, and since it's wordy and disruptive to specifically indicate that it's my personal comment and not part of the story, a reduction in font size would work perfectly for making helpful but non-disruptive notes for readers. [for example, this text]

If misuse was the reason, I would strongly hope for some other way of ensuring that the feature doesn't get misused, but still including the feature.
It's rather difficult to imagine how one might actually mis-use this feature, though.

For that case though, couldn't you use either a different color or the footnote-function?
