Most classes get a +5 race and/or class bonus, and how they're distributed depends on what their class requires. Cat Burglar is a stealthy class, so her bonuses are distributed between dexterity and spirit (for magic). Warseeker is a barbarian/berserker class, so all of its bonuses go straight to strength. Impwarden is a special case because it's one of the more difficult classes to learn and use effectively, so their bonuses get a couple extra points to help them along.What's the reason behind the lower +3 stat gain from Cat Burglar compared to the others (+5 and the +9)?

Skyrim has a lot of similarities to DnD, which is why I said Pathfinder. Paizo took the DnD stats and rules and tried to simplify them. As a new player, I had no difficulty in understanding what was what and why.Have you ever played more RPGs than Skyrim?
Also doing it identical to D&D is only going to make it more confusing for you, create your own system.
