Add a Best Rated section

I'm not sure about others but I use the best rated section a lot on royalroad. At least when I choose a story that is in there, I know with 90% certainty that the writing will at least be of decent quality.

That would be cool. It would have to be below trending and new stories though, because having the new stories being right there when you open the page is part of SHs appeal. We do have a best rated by genre section that can be used.

• All new stories are, most of the time, five stars because nobody rates them yet but the author.
• People will start going 1-star rating others because of "competition." Or am I just pessimistic? Maybe both.

There are probably more reasons, but I am lazy to think for more.
