I don't think there's a ton of value in making that distinction for others works excluding commercial use in which case that's on your local government. Depending on what you're using there can be a lot more to the process for Generative AI than just prompting. People can use Normal Maps, Poses, Segmentation, In-Painting and Out Painting.
