    I don't think it is worth adding more just for this. It isn't unheard of to have less than 10, so don't force yourself to add more just because some are larger. Especially if it could negativity impact the story.

    I've read a more than a few stories that were primarily nationalist propaganda, and while I don't enjoy it or look for it. I have read enough that it doesn't bother me so long as I am enjoying other aspects of the story.
