Do you mean, "how long until?" I think it would take decades or more if that's what you mean.

It's hard to say how long it will take for a nation to form. The main problem is that the world is unstable. Don't worry about building a nation....just surviving tomorrow isn't guaranteed. It might take decades for a nation to be reborn, and it won't be a peaceful modern nation anymore, but more like a fragile post-apocalyptic civilization.

This Chinese fiction reference might illustrate the point: This Game is Too Realistic. But without cheats, your scenario might be even more difficult than that fiction.
