There will always be people at the bottom of society. To fix world hunger you'd also have to fix poverty but that wasn't an option.

World hunger isn't efficient because you literally can't solve it without solving other issues.

There's two types of 'world hunger' the one that actually can be solved and the one that can't, and for some reason you're fixating on the latter which is just any time someone starves ever.

Theoretically, its posible if people used the money for it instead of gambling

The first type, being people living in countries with poor resources, is actually quite curable through support and relocation but the concept of starving is always going to exist.
