Also criminal can be defined as anyone who breaks the law so it's easy for people to argue against cruel treatment of them. Unit 731 was just an example at how bad the experimentation could get, I already suggested looking up the Nuremberg Code which has it basis on Nazi Germany treatment on "criminals" during ww2. If we didn't have the Nuremberg Code, pretty much any criminal could be experimented on like they did with unit 731.

One thing is that unit 731 even with the nuremberg codenwould still do what they did. When your're kidnapping women and raping them before killing them its prwtty clear tou never cared about what coukd be percieved as a war crime. Also the nuremberg code doesn't stop people from being experimented on, the main thing is they have to be willing which if you provide enough incentive any criminal would.

Especially when you consider that dictators can be as corrupt as they want to prisoners Without anyone hearing a word about it because they control the flow of information so at that point why even discuss an ethical way to treat prisoners?
