This allows the depiction of the two as long as they are not encouraged, which should imply they are allowed as long as they are not encouraged.

It's hard to answer since content guidelines are vague.

My take, don't be descriptive when writing something that might go against content guidelines. You can mention it happened, but it shouldn't be encouraged.

In case of sexual acts, don't describe sexual acts with minors, period. You can mention it happened, but keep details to a minimum. As long as you don't encourage it, or act like a creep, it should be ok. As for rape for example, I think you can add some descritption as long as you firmly say it is bad, both in novel and in an additional warning, like an author's note.

Thanks for creating clarity even if my understanding hasn't changed, furthermore I have noticed that I defined illegal sexual acts unwell because the guidelines clearly forbid from sex with minors. Thanks for your help.

I'mma tell you something. Where I live, bestiality isn't an illegal sexual act. It's perfectly legal, however, nobody would ever admit to bonking a horse.
