I honestly think that's how all of internet is. Unless you are in a super small community consisting of friends only. Take me for example. The same guy who calls me gestapo officer twice in a span of one week for abiding by the forum rules posts gifs of cats on other profiles. You just have to accept this is how world, and by extension internet is. There will always be dicks.
Either a small community or one that is strictly moderated.

SHF has very loose moderation. Something will only happen if you report rule violations. Anytime you see it happen, you should do it. If you want stricter moderation, you have to report violators, but keep in mind this site only really has Tony to moderate.
I do not enjoy seeing people treat each other so poorly, and I don't feel great when it is directed at me, either.
I was about ready to take all my stuff down and depart when someone commented on my story. So, I'll at least give them a chance to see if they want to read it before doing anything else.
In my opinion strict moderation doesn't help since it doesn't solve the underlying issue of people not liking other people. The hate boils for a longer time, that's it. Oh, it also will result in a different kind of bullying or lashing out, or whatever you want to call it.
Lastly, I wanted to say that SHF is more chaotic than main site. I advise you to stop using forums, but keep using the main site. Main site is way more chill, though it can also lead to you not getting any vocal readers. Still, crossposting won't hurt you.

I think there's bad to both. Personally, I prefer looser moderation. I don't want to see people banned because they got angry one time. Especially if the rule violation doesn't warrant a ban.
If you can look at someone's profile and see that they've never said a single nice or supportive thing but have exclusively berated others, then it is hard to believe their presence is a positive thing.
I don't expect many readers as it is. My story is not particularly popular no matter where I post it and I generally get a lot of flak anytime I promote.
Some people aren't nice or supportive because they don't want competition. There are people from RoyalRoad and WebNovel here too. And they carry their attitudes from those sites.
I will repeat myself, a lot of people here say positive things to one, and negative to another. Some people might even say nothing but positives, but at some point they will throw you under the bus. The opposite also happened, when a person looks like an absolute douchebag but they end up being super wholesome and offer actual great and genuine life advice.
