Does it work like that?

Usually happens when replies are fused. Person A replies to person B. Person B will get notification. Person A replies to Person C, and both replies to person B and person C are fused. Person C doesn't get a notification in that case.

I might be wrong though, that's my speculation based on my own experience. Whenever that happens to me, I do not get a notification.
