Sure author need to portray a bad guy as a bad guy. And SURE they cant punish too heavily.
But when you write your bad guy going THAT far, to portray him very evilly, the least he/she can do is to write a satisfying punishment for the reader so they feel "ah....so good"
bc of the OLD AS TIME philosophy of "evil is punished"
