There's a proprietary license on IW engine (cod4's game engine) and diesel engine (payday 2's engine) is an engine meant for driving games, not first-person shooter and with how horrible the driving is in payday 2 I think you can get an idea on how horrible it is.

Still though despite the bad game engine payday2 delivered a good experience.
