For example, before the proof of a spherical/oblong world, many would believe it's flat. Hence, if someone were to cast a magic that simply goes "Throw the planet at you" then it'd be a flat planet, even if the person believe the planet to be otherwise.

Or, before anyone figured out there's multiple winds, Northeast Wind, Southwest wind, climate wind, etc... Wind elemental couldn't duplicate into many other elementals, as opposed to water can becasue people knows there's salt and lake water

So it forms spells on the most popular opinion? What would happen if 50% think the world is flat, while the other 50% think it's a cube?

Dumbing it down to popular opinion would be kinda weird. What if it's scientifically proven that the Earth is round yet only 10% people know about that and 90% think it's flat? It would still be round because it's proven.

Oh. So as long as something is scientifically proven, it is considered true? That makes more sense.

Imagine if
"I beat you, Wind Elemental! There's only one of you and you're weak."
Other side of the world:
"Welp, I've proven there's multiple levels and complexity and wind and air."
Anime music starts playing and the wind elemental Kage Bunshin no Jutsu

To Aru Majutsu, kinda worked like that.
Power lvl depending on "brain calculation efficiency"

So Accelerator brain was like calculating vectors and hundred thousands of calculations when using his powers.
