It doesn't appear on every page. if you can see the list of subthreads it should be there. Or even if it's still not there maybe it is spam filter and you need messages on threads to unlock the ability.

If you can get your message count up then it should unlock after a few messages. Profile posts aren't counted however, it needs to be in a thread.
