Ah, that’s… a ridiculously hard school project? I know that google has a “google sites” where you can easily put together a semblance of a webpage, but that’s probably not what they want.

Some 3rd party website making website can be pretty straightforward.

But then again, if your class's subject is "How to figure out how to make a website from scratch using HTML/CSS" you should probably do that.

Well, I did make one in google sites. But, we have to make another one that's not google sites.
