Back when WinAmp was a hot commodity, the cold fusion skin was my favorite.
There's another danger that I didn't include (not that it would have been easy to incorporate in my post) because I only remembered now.
Rushed endings that disappoint readers are prevalent in manga that get axed. Authors that run out of steam or ideas might rush the ending to at least fulfill the pledge.

You are misunderstanding.
My suggestion was for a voluntary thing, with the only repercussion being that if you drop the story, would be a community one, the story wont be removed from the site.

Authors won't have to enroll compulsorily and there is no monetary penalty if someone takes a break or burns out. unlike in the manga industry from what you have described.
My suggestion wasn't to penalize new authors, but give the authors a motivation to write more or even to plan novel.
