Probably not "contracts" but rather, words, pact, oaths and promises.
I imagine the criminal gangs rely heavily in prestige, reputation and "honor " since they can't rely on legal ramifications.

According to an article on research gate, IRL one option is to hold hostages of eachother, another is to bring in a thrid party to enforce punishment should the promise gets broken.
The one i understood from Wiseguys was that agreements were written down so as to justify retaliation. E.g Gang A betrayed by Gang B, shows agreement to Gang C to get their approval to not interfere in the ensuing conflict.

I suppose.. I think it's fine within the scoope of fiction.
But for me it brings the question, why does it have to be in a document? Can gang A not just tell gang C? Written or not, why would c listen? Why do they care? What makes being written more justified?
