Steam rice with chili oil. Mix sriracha, ghost pepper hot sauce, wasabi, and horseradish into the rice. Top with black and red pepper flakes. Next coat two sides of a raw tuna steak with a mix of wasabi and ghost pepper hot sauce. Sear both sides so that the tuna is uncooked in the center. Drizzle with sriracha and serve with rice and two shot glasses of choice hard liquor.
