It's also a lie that people use in order to do nothing. It completely ignores things like target audience. Writers use it as a coping mechanism against their low reader counts or failing novels. Art is in the eye of the beholder, and the beholders are choosing to ignore your (general you) art. Maybe there is a reason they do that? But it's so much easier to pretend you are writing for yourself and that you don't want/need readers. Yet you, (general you again) continue to seek out feedback because you want someone to read it.

In all honesty, I didn't watch the video, and my comment was directed at writing as a process rather than as an art/product.

In terms of the process of writing, it is absolutely true. Some people need to create detailed outlines in order to write. Others do better just sitting with a blank sheet of paper/document and writing from scratch. Common advice for someone writing a first draft is to not worry about editing and just write whatever comes to mind. Yet, I've found my mind simply doesn't work that way, and I have to ensure earlier text is saying what I need it to before I can proceed. It is up to every writer to find a process that works for them. What works for someone else may not fit them and that's okay.

Now, writing as an art or end product should follow certain universal rules as you suggest.

On this I definitely Agree.
-- How a story's Draft is created is up to the individual.
-- However the final work needs to be polished to certain standards before editors will accept them for publication.
