Unfortunately... On the bright side, you can do all the level 4 quests you'd like tho...

I'm positively sure that yes you would need to rank up in order to lvl up. Otherwise they would just accumulate exp but never actually lvling up like Lvl. 4 (1300/1000)

When they've passed the E-rank exam then that's when they can lvl up and take lvl 5 quests, if they didn't they can still take lvl 5 quests but they'll be inclined to fail it.

I and most players prefer to assume you can't go over level 5 before ranking up (though your exp can overcap), but it is not set in stone.

But if you want to keep leveling even without doing the rank up... I think nothing stops you

Meanwhile, I didn't even do overcapping and instead landed on the required XP the exactly right amount of XP
