Then, my opinion is largely different. A right Emperor does not need to care for his people, that is the job of the officials to please, and protect them. To ensure their safety, to struggle against crime and such. The job of the Emperor is to lead his Empire to glory, to deal with the others nations, to establish beneficial relationships on both sides for the sake of stability-- but also to stomp on the ones that threaten the Empire.
Nonetheless, he still has to keep an eye on the inside, on the corruption creeping in. Officials can be corrupted, thus they should be executed and replaced by competent officials that shall not betray.
That is more or less what I think of an Emperor-- rid of corruption, protecting its nation, and ensure stability."
That is rather baffling, or so the merchant thought of this situation. An Emperor in conflict with God? Nonetheless-- what is a God to her? From what he has seen. It seems that basically what people would call "Evil Gods" are "Gods" to her, in others words-- there is no such thing as "Good Gods".
